The Houston Fire Department developed an Emergency TeleHealth and Navigation (ETHAN) system to improve emergency response and reduce ambulance transport. ETHAN allows first responders to conduct mobile triage, consult with physicians virtually, and arrange non-emergent transport.

ETHAN has made emergency response more efficient while lowering costs for non-emergent patients by avoiding costly ambulance rides. Out of 7,500 patients receiving emergency services using the ETHAN system: 6,000 were able to avoid emergency transports; 80% of patients who avoided ambulatory services have saved $2,000 each on average.
