The model relies on a combination of internal and external resources including historical budget figures, credit rating agencies, federal regulatory bodies, etc. The financial forecast is updated monthly by the city's budget director and the Treasury Department performs a cashflow analysis once a week. The model is highly accurate with less than 2% variance from year-end actual results.

According to the ordinance, any new developments will be required to include at least 10-15% affordable housing units. The zoning ordinance creates a tier system for affordable housing based on income census tracts in which the development is created. There are no opt-outs for developers and the only exemption is for developments with less than 15 residential units.

Jersey City, NJ partners with Oonee to develop a holistic network of secure bike parking
Jersey City is partnering with the Brooklyn-based Oonee mobility infrastructure company to develop the nation's first holistic network of secure bike parking. According to the agreement, Oonee will provide 30 enclosed, locked facilities for bikes and scooters that can also function as transit shelters. These Ooneepods can be integrated with existing infrastructure and customized with features such as green roofs, seating, lighting, digital screens for announcements, etc.

Jersey City, NJ improves access to healthy food with Vertical Farming Program
The city's Department of Health and Human Services and AeroFarms will add compact indoor farms to 10 locations. Selected schools, senior centers, and public housing communities will combine produce access with health education. Residents enjoy free access to fruits and vegetables from the farms after completing five workshops on healthy eating. Jersey City will also offer free health screenings every six months to track the impacts of improved diets.

Jersey City set a goal of 100% all-electric police and waste management vehicles by 2030. An initial purchase of four electric vehicles was used in a police department pilot. The city acquired five battery-powered garbage trucks, the first local government to do so in the region. Eight city fleet vehicles were replaced by four Nissan Leaf EVs to reduce emissions and costs. The installation of 24 chargers throughout the city complemented EV acquisitions.

Jersey City partnered with the ride-share company, Via, to launch the state's first on-demand public bus service. This innovation solution allowed the city to save the massive funds necessary for traditional public transit infrastructure expansions. Residents simply use the Via mobile app to book a shared ride and then receive directions to the nearest "virtual bus stop" for pickup. This project was designed to improve mobility while also reducing the number of private vehicles on city streets.
