Allegheny County, PA Discounted Fares Pilot Program
The program recruited residents aged 18 to 64 who received SNAP benefits in September 2022 for the pilot. Each participant received $10 in ConnectCard vouchers, 50% off all fares, or free fares based on random group assignments. Allegheny County offers compensation for optional participation in quarterly surveys, interviews with researchers, and other feedback activities. The pilot will evaluate the impacts of reduced transit costs on commuter access to community resources.
