El Paso, TX Delta Haven COVID-19 Resiliency
City officials converted two municipal buildings into an intake and short-term accommodation facility. The Delta Haven accepts all people in need for up to six days of shelter. Public health personnel test residents daily and isolate positive cases. Healthy residents are transferred to long-term accommodations once their six-day stays are complete. El Paso's resiliency plan calls for high-quality housing for all and Delta Haven helped homeless residents toward that goal.

The 80-bed facility accommodated more than 1,000 residents over a six-month period. El Paso estimated an $82-per-day cost for each person. Delta Haven's positive rate was 1.5% compared to 5% for the city.
