The Jersey City Council approved a new inclusionary zoning ordinance designed to increase the amount of affordable housing. According to the ordinance, any new developments will be required to include at least 10-15% affordable housing units. The zoning ordinance creates a tier system for affordable housing based on income census tracts in which the development is created. There are no opt-outs for developers and the only exemption is for developments with less than 15 residential units.
