Memphis, TN approves recruiting incentives for new police officers and firefighters with ARPA funds
Local officials sought a competitive edge in a constrained labor market for public safety professionals. New police officers qualify for $15,000 signing bonuses and $10,000 relocation reimbursements, while new firefighters are eligible for $5,000 in each category. Recipients commit to living in Memphis for four years or they repay portions of their bonuses. The incentive program was paired with an expanded marketing effort focused on the city's welcoming environment.

Memphis, TN partners with Ameresco on a citywide LED Streetlighting, Controls and Networking Project
The city of Memphis and Memphis Light, Gas and Water are partnering with Ameresco on an LED streetlighting, controls, and networking project. The citywide smart streetlighting project is designed to reduce energy costs and enhance operations and maintenance capabilities with the upgrade of over 77,000 fixtures to LED lighting. The project is expected to result in annual energy savings of more than 37 million kWh and reduce greenhouse gas emissions by more than 26,000 metric tons.

Memphis, TN assists employees with educational costs through its Student Loan Reduction Program
This first-in-the-nation program contributes $50 per month toward each approved employee's student loan principal. Eligibility requirements include full-time employment for at least one year and in-progress or completed degree work from an accredited university. Participants also need a minimum of "Meets Expectations" on their performance reviews for annual renewal. City officials approved the education benefits platform Tuition.io as the program operator.

Memphis, TN adds flexibility to its public transit options with Ready! by MATA pilot
Ready! by MATA offers on-demand transportation in three zones during a one-year pilot. Commuters request rides on the TransLoc app or by phone Monday through Saturday. MATA vans hold up to eight passengers with each pick-up completed within 20 minutes of request. Rides are free during the pilot with plans to charge standard bus fares in the future. This pilot serves different zones than the Groove On-Demand pilot operating in downtown Memphis.

Memphis, TN partners with Preteckt and Goodyear on bus tire evaluation pilot
Memphis Area Transit Authority (MATA) conducted weekly tread depth measurements of its bus fleet. Fifteen thousand measurements were entered into Preteckt's predictive maintenance platform for evaluation. Two buses were outfitted with upgraded Goodyear tires and two buses used standard tires during a short-term pilot. Results from the Preteckt platform found standard tires became worn out twice as fast as the experimental tires.

Develop 901 consolidates construction and engineering permits into a single resource. The Accela Citizen Access portal handles applications including new builds, sign use, and contractor work. City personnel and the University of Memphis used LiDAR and 3D cameras to scan seven downtown buildings. Interior maps of the National Civil Rights Museum, Liberty Bowl Memorial Stadium, and other facilities mark exits, stairs, and other features. A mobile GIS app available to first responders allows floor-by-floor reviews during emergency calls. Map901 helps police and fire teams create paths to imperiled residents or track active shooters.
