The annual Place Shapers program invites participants to develop their ideas for accessible and attractive places. Members of the 2023 cohort discuss community needs during weekly workshops with design experts and local leaders. The four-week schedule includes one-on-one coaching and support services from the council's Communities First Team. Previous Place Shapers projects included the Rural Nillumbik Connect expo, a community center renovation, and a junior beekeeping club.

The two-month campaign used an interactive map and survey to gather resident experiences with connectivity issues. Shire officials will rely on data from the campaign when lobbying state and federal officials for infrastructure upgrades.

The proposed project uses multiple traffic interventions to encourage walking and cycling around Eltham Activity Centre. Raised pedestrian crosswalks and multi-use paths protect visitors as they explore the area. Council officials propose adjustments like a vehicle-free St. Laurence Lane and a speed limit of 40 kilometers per hour for nearby streets. Nillumbik is gathering resident feedback on the proposal at pop-up consultations and online through the Participate Nillumbik platform.

The council-owned Community Bank Stadium houses 333 solar panels capable of producing 100 kilowatts. Solar energy produced on-site is stored in a 100kWh battery system to decrease reliance on the grid. An LCD screen in a high-traffic area shows system performance along with bushfire conditions. Community Bank Stadium acts as a regional emergency center during natural disasters. Nillumbik's off-grid solar and battery system is the first of its kind in the world.

A former landfill will be converted to a solar farm generating power equivalent to 1,000 home arrays. The facility will produce 5 megawatts of zero-emissions energy after its projected opening in 2023. Council officials estimate 8,000 tons of carbon emissions will be eliminated annually by switching to solar energy. The new development helps achieve the 18% emissions reduction set forth in Nillumbik's Climate Change Action Plan.
