Jump Start focuses on recruiting and training residents who have been unemployed for at least six months. City officials recruited 18 In Detroit Organizations (IDOs) with at least two years of experience assisting unemployed residents. The program looked at organizational capacity and location, thus ensuring services across seven council districts. IDOs receive up to $8,800 per participant for successfully completing four benchmarks ranging from literacy skills to occupational training.
