The City of Caen is creating a green brigade to collect waste, maintain public spaces, and fine illegal dumping offenders. The green brigade will consist of sworn public road surveillance officers dedicated to enforcing the Environmental Code with the ability to fine offenders up to €135 for illegal dumping of bulky items, littering, and polluting the rainwater network, etc.
