The Barcelona City Council created the "Intercultural Government Measure" an internal technical service to promote cultural and linguistic diversity within the City Council. The intercultural service has the following primary functions: to favor diversity of candidates for municipal employment, to encourage multilingualism among municipal staff, and to encourage the hiring of a diverse workforce wherever possible.
