The City of Boulder is considering replacing climate and utility occupation taxes with a new single tax that combines electricity and gas bills. If approved, the new tax would supply the city's climate initiatives with $5 million in funding annually. Climate staffers used the city's six-step Racial Equity Instrument to determine a rebate mechanism for qualifying low-income residents was needed and that the tax should focus primarily on commercial and industrial businesses.
