City officials asked members of the public for their suggestions on Melbourne's first 10-year financial plan. The online Budget Simulator was customized with the same guidelines and limitations facing council members. Participants decreased, increased, or maintained funding for line items in five key categories with the goal of a balanced budget. A panel of randomly selected residents reviewed insights from submitted budgets while developing recommendations for the long-term plan.
