Developers were eligible for city incentives of up to $40,000 per unit affordable to households earning 30% or less of the area median income (AMI). Boise structured incentives as cash or exemptions from impact fees paid upon occupancy. The program offered $20,000 and $30,000 per-unit incentives for higher AMI levels. Eligible developers were able to combine state and federal incentives if affordable units were added to mixed-use projects.
