The city's Neighborhood Development Department identified 20 vacant homes with unresponsive owners. Contractors apply for receivership appointments to improve these properties. Receivers earn money from rent or foreclosure on liens within two years of completing rehabilitation projects. Greensboro selected homes in reinvestment areas to maximize project impacts in oft-ignored residential areas. A successful pilot could reduce Greensboro's backlog of 139 homes slated for demolition.
