Caerphilly County Borough Council launched the "Caerphilly Keys" scheme to find sustainable homes for residents at risk of homelessness. The scheme involves matching vulnerable residents with owners of empty properties for a mutually beneficial relationship. Private landlords are provided with long term tenants and vulnerable residents receive accommodation and tenancy support.
