St. Louis, MO Dollar House Pilot Program

Complete

The one-year pilot sought to improve properties owned by the city's Land Reutilization Authority (LRA) due to tax delinquency. LRA owns approximately 500 properties that qualified for the program. A qualifying buyer paid $1 US for the property and $333 US in fees. The program required the buyer to renovate the property within four months of purchase and be the primary occupant for three years.

Room for Improvement

Four property sales were completed during the pilot. City officials attributed the lack of sales to local economic conditions, property conditions at the time of purchase, and occupancy requirements.
