The Cobb County Sheriff's Office is creating a "compliance" area within the county jail where low-risk inmates, who have been incarcerated for 30 days without incident, can be transferred. The inmates will be rewarded for their good behavior with increased access to educational materials and a messaging system to communicate with their families at a reduced cost. The educational materials can also be used to satisfy court-imposed class requirements such as anger management.

Cass County, IN is making the virtual court program permanent by mounting equipment in courtrooms
Cass County's Information Technology Office is working to make the virtual court program permanent. The process involves mounting all of the related equipment in the courtrooms to replace the virtual court's mobile cart. The work to transition to a permanent virtual court program will begin in the county's least-used courtroom to minimize disruptions.

The Macomb County Prosecutor's Office and the Macomb County Information Technology Department partnered with Axon to launch a new digital evidence management platform. The cloud-based system contains over 100,000 digitized pieces of evidence including video, audio, and photos. The platform allows prosecutors, defense attorneys, and police agencies to manage, review, and share digital evidence.

Luján, BA distributed anti-panic geolocation buttons to victims of gender-based violence
The Municipality of Luján's Directorate of Gender and Diversity distributed over 100 anti-panic buttons to victims of gender-based violence based on court evaluations as part of the "Luján Alerta 24" comprehensive public security plan. The anti-panic button includes a geolocation system that can trigger an alert to the Monitoring Operations Center in order to quickly dispatch security forces.

The Chandler Municipal Court is partnering with a local shelter, My Sisters’ Place, to expand virtual services and better protect survivors of domestic violence. The new system allows anyone seeking a protective order to see a judge in one of Chandler Municipal Court’s virtual courtrooms. The Chandler Municipal Court is also working with the local police department to start a virtual process for civil traffic hearings.

La Plata, BA installs security cameras to automatically detect and report road offenses to court
The Municipality of La Plata is installing new security cameras to automatically detect and report road offenses such as crossing a red light, obstructing a pedestrian path, or illegal U-turns. The security cameras capture video sequences when infractions are committed then automatically generates a file and enters it into court records. The municipality is implementing this program to promote road safety while also reducing the number of traffic accidents and road fatalities.

Long Beach, CA considers Homeless Court Pilot Program combining diversion with social services
The proposed pilot moves legal proceedings against homeless residents to the Multi-Service Center. A Homeless Court coordinator in the city prosecutor's office works with participants to clear past low-level convictions. Pilot participants are connected to employment, housing, substance treatment, and health services in lieu of misdemeanor sentences. If approved, the program would run through June 2022 with a potential three-year extension.

The city's Municipal Court allows witness testimony by teleconference to reduce the number of people in hearing rooms. Residents who receive traffic or parking citations can contest their tickets via an online process. A virtual review uses Google Maps and cellphone documentation to establish reasons for the dispute.

Navasota, TX continues municipal court work during COVID-19 with virtual hearing pilot
The court held walk-in sessions via Zoom each weekday morning. Defendants with citations and cases not requiring juries filled applications to appear in virtual court. The Navasota Municipal Court streamed each hearing on YouTube to ensure judicial transparency. This pilot also encouraged participants to file basic requests via email or mail to ensure sufficient time for hearings.

Dorset Council, GB introduced virtual family court hearings in response to COVID-19
The local family judge asked the council to develop a process for virtual hearings that complied with legal requirements. Dorset Council selected Skype as the video conferencing medium due to its common use among judges, attorneys, and hearing participants. Personnel from Children's Services, the Child Care Legal Team, and other departments used Microsoft Teams for rapid responses to new issues. Council personnel trained judges to manage and record hearings.

Newmarket, ON develops Administrative Monetary Penalty System to keep traffic tickets out of court
AMPS improves resident responses to tickets while freeing courts for more complex cases. Offenders can pay their fines minus 25% discounts within 15 days of receipt. An appeal to dismiss can be filed with a screening officer and then a hearing officer during the 15-day window. AMPS allows the ticket recipient to request online or phone appeals at the screening officer level. A failed appeal requires payment of the ticket plus a $25 CAD administrative fee.
