Council-owned Aequus Construction Ltd. (ACL) turned a decades-old civic center into a 95-unit apartment building. Each unit includes LED lighting, high-efficiency appliances, and fiber-optic connectivity. ACL expanded its local procurement opportunities to non-construction areas like apartment sales, personal protective equipment, and web design. The council also assembled healthy lifestyle packages for residents to frequent local gyms and restaurants.
