Glen Eira developed this initiative as part of its A Community for All Abilities Program. City residents aged 15 to 35 with disabilities are eligible for participation. A cohort of six trainees learns plant care and garden maintenance from project partner Kevin Heinze Grow. Program graduates earn paid placements with the city's Park Service at Caulfield Park and Rippon Lea Estate Gardens. GROW Glen Eira also offers certification opportunities in transition and work education.

Glen Eira and Kingston recruit experienced enterpreneurs and local business owners through online surveys. Interested participants are interviewed by the program coordinator to determine their needs, offerings, and management styles. Each mentoring relationship lasts up to six months of weekly or biweekly check-ins. Mentors share experiences, encouragement, and industry-specific lessons that may not be otherwise available.

Glen Eira, VIC approves transit card incentive in anticipation of increased traffic congestion
The program offers a 28-day myki transit card for each eligible household that opts out of a public parking permit. Transit cards are funded by new fees on households that use two or more permits as well as visitor permits. City officials suggested the card-for-permit exchange as projections place 22,000 more vehicles on local roads by 2030.
