The city works with Bay Area Community Services (BACS) to operate a community for up to 45 residents. A city-owned transit lot now houses three shelters, a kitchen, bathrooms, and an outdoor seating area. Two social workers identify unhoused residents most in need of assistance during encampment visits. Participants can stay for up to six months and receive comprehensive services as they search for long-term housing.
Project Succeeded
Hayward reported that 45 of 91 residents served during the program's first year moved into permanent housing.
