The Joplin City Council is developing a new ordinance to establish formal rules and regulations for short-term rentals. The new regulations would require property owners to acquire annual operating permits, a certificate of occupancy, an annual business license, and an annual inspection of the rental property. The Council is developing these new rules to make rentals safer for guests and less disruptive to neighbors by preventing property owners from avoiding oversight with special-use permits.
