The city temporarily accepted charitable donations to the Muncie Animal Shelter as payment for $25 parking tickets because the shelter was at capacity. For five days in July, residents could pay for their parking tickets by donating the equivalent value in cat food or litter.

By the end of the 5 day program, the Muncie Police Department was overflowing with animal supplies. Not only were citizens encouraged to pay off their parking tickets, but people who didn't even have parking tickets donated to the animal shelter. In fact, most of the donations came from people who just wanted to help out.
