Neuquén began to address the digital poverty exposed by COVID-19 with free Wi-Fi in 19 public libraries. City officials are planning at least 250 Wi-Fi hotspots in outlying neighborhoods without connections to fiber-optic lines. Each hotspot is marked by a Sociedad Vecinal Conectada - Connected Neighborhood Society - sign. Residents within range of the hotspots enjoy 12-megabyte speed for work, school, and healthcare.

The Island 132 Eco Point was built entirely of recycled plastic by project partner PAE. Rooftop solar panels provide zero-emission power to the structure's LED lights. Passersby can charge their phones, electric scooters, and other devices using USB ports. Island 132 was selected because it is a heavily used stop along the Limay River. PAE and Neuquén built this Eco Point as part of its Environmental Promoters initiative of circular economy projects.
