Rochester, MN undertakes Accessory Dwelling Unit Pilot Program amidst housing market constraints
City officials approved a $60,000 pilot fund for fee and indirect cost reimbursements on qualifying ADU projects. Successful applicants qualify for up to $20,000 in funds for ADUs on their properties. New structures must be built on permanent foundations and contain kitchens, bathrooms, and bedrooms. The pilot requires either the owner or the renter to earn 80% or less of the Area Median Income. Renter-qualified ADUs must include guaranteed fair market rents for three years.

Rochester, MN launched Med City Mover an automated electric shuttle pilot project
The city of Rochester partnered with the Minnesota Department of Transportation, Destination Medical Center, Mayo Clinic, First Transit, and EasyMile to launch an automated shuttle pilot. The Med City Mover consists of two low-speed, driverless, electric multi-passenger shuttles and is available for free public rides downtown. The one-year pilot aims to provide the public with an enhanced automated vehicle experience and identify infrastructure gaps for safely operating automated vehicles.

The City of Rochester is providing new construction career pathways in response to the job losses caused by the COVID-19 pandemic. The pathways focus on education, training, hiring, and work culture interventions for BIPOC (Black, Indigenous, and People of Color) women. The initiative is designed to support economic mobility for BIPOC women through careers in all phases of the construction industry. For this proposal, Rochester was named a finalist in the 2021 Global Mayors Challenge.

Rochester, MN launched the "No Mow May" campaign to provide habitat for pollinators
The City of Rochester's Department of Parks and Recreation launched the "No Mow May" campaign to encourage homeowners not to mow their lawns for a month. The campaign was created to provide habitat and refuge for pollinators by allowing grass to grow. During the one-month campaign, the city has relaxed an existing ordinance which normally requires residents to keep vegetation under 12 inches. Residents will still be expected to pull weeds in their yard during the campaign.
