Rock Island first piloted the program with a 15th Street property purchased at auction. An environmental survey and abatement preceded a whole-home rehabilitation project. This overhaul included new wiring, upgraded appliances, and exterior repairs. Project costs were covered by federal housing funds and the rehabilitated home was sold at an affordable price. City officials want the program to follow this approach for two properties per year, thus expanding the affordable housing stock.
