City council members unanimously approved the program for regional and corporate headquarters of national companies. Successful applicants receive $6,000 per job based out of the headquarters. Eligible companies are current leaseholders in Sugar Land with at least 50 full-time employees. The city also requires incentive recipients to invest at least $1 million in new construction or office renovations.

City officials responded to power outages from winter storms by funding this pilot through November 2021. Homeowners who qualify for the program are reimbursed for plan review and permit fees associated with generator installation. Required documentation for the program includes a completed application, contractor invoice, and residential building permit. Sugar Land previously used permit fee waivers and virtual inspections to increase generator purchases.
