To better respond to residents and provide transparency about snow removal, the city is now using a three-pronged software approach which includes ESRI’s ArcGIS Velocity product paired with Samsara’s cloud-based location technology, which updates the Snow Operations Map with a plow’s location every few seconds. The third vendor is Rubicon, which offers a platform Syracuse uses year-round for management and routing of snow and waste removal vehicle fleets.

Syracuse published a Request for Proposal for a project partner on a citywide network. The Surge Link pilot focuses on 2,500 households in three neighborhoods without sufficient connectivity for multiple users. Local officials approved the use of federal ARPA funds for the pilot with plans to seek additional funding for network expansion. The Surge Link pilot builds on the city's Digital Empowerment Program for improved digital literacy and access.

These smarter snowplows use GPS to create a self-service view of a real-time map showcasing plow locations, vehicle performance, and street conditions for residents. These new features decrease the need for phone calls to the city and improves overall transparency.

City officials pursued this project to reduce the costs, paperwork, and turnaround times for Freedom of Information Law (FOIL) requests. The portal powered by Microsoft Power BI simplifies and maps searches for the most commonly sought information. Portal users find the address, violation types, and compliance date for each code violation in the city. Building permit searches show the status, type of work, and owner for every permit application.

This map allows users to see pavement quality ratings for nearly 400 miles of city streets. City officials rated roads on a scale of 1 for completely impassable to 10 for new pavement. In 2019, 50.7% of roads on the map were considered excellent after receiving 9's or 10's.
