Whakatane District Council trialed a new courtesy crossing installation to protect pedestrians and cyclists on a high-use road and in a semi-rural area. The courtesy crossing includes "dragon's teeth" and "red carpet" road markings alongside a centre refuge island which encourage cautious driving. Courtesy crossings area not officially pedestrian crossings but they are designed to provide safe accessways.

Whakatane District Council contracted SIL Research to develop a new modern approach for the Annual Residents Survey. The mixed-method approach combines web-based, social media, and postal surveys with landline/mobile telephone surveys. The survey is now conducted quarterly instead of annually in order to receive regular feedback. The Council updated its survey process to better assess the community's views on the quality of its services and identify areas that still need improvement.

Whakatane District Council is installing water meters at every property in the region that does not already have a water meter at no charge. This installation project will enable the Council to more efficiently identify leaks and better manage the water network. Additionally, this project will help homeowners become more aware of their water consumption and reduce unnecessary water wastage. The Council anticipates that the installation project will be completed by the end of June 2020.
