Cook County, IL Equitable Distribution Model CARES Act Funds
Cook County's Bureau of Finance partnered with the Chicago Metropolitan Agency for Planning to develop an Equitable Distribution Model for CARES Act Funding. The Equitable Distribution Model considered the rising COVID-19 related costs experienced by all municipalities and the capacity of various municipalities to respond to those costs in light of unequal investments in those communities. The model utilized statistical analysis, demographic data, and regional cooperation to distribute funds.

Cook County government officials are expected to consider an “equitable funding formula” that guides how $51 million in federal stimulus money will be distributed among suburban municipalities, with a focus on historically neglected communities confronting a greater peril of financial wreckage from the coronavirus pandemic, the board president said.
