Local builders typically priced or scaled out of development projects are invited by the council to build new homes. Cornwall Council pays for construction, owns the homes, and leases the properties at affordable rates. This pilot supports small-scale builders who struggled during the COVID-19 pandemic while expanding housing inventory.
