County officials developed a CO2e data model for its highway resurfacing project. The model estimated the emissions that would be created by current asphalt treatments. Alternative treatments like warm mix asphalt and recycled surfaces were modeled to find options with the lowest environmental impact. Lancashire County Council will incorporate the model into the development of new treatments, road designs, and project schedules.

Lancashire County Council recognised that a planned highway capital surfacing programme was a highly carbon intensive programme of works, so begun a journey to ascertain the carbon output of the surfacing programme, record and measure changes made to reduce it, and develop tools to allow them to integrate carbon usage into the asset lifecycle modelling.

Project Succeeded

Lancashire County Council estimated a 31% savings in carbon emissions compared to past surfacing projects.
