City officials asked participants to write why they wanted to travel to Warrnambool in 25 words or less. Each message was an entry into a drawing for $10,000 AUD in vouchers to hotels, tour companies, and other travel businesses. Fifty winners received $200 AUD vouchers redeemable at participating businesses over a three-month period. The program used council funds to prime the pump for travel following the summer season.

The travel voucher competition resulted in 1,800 entries from residents throughout the country.
