Eligible participants lived outside of a 50-mile radius of Charleston and sought full-time or remote employment in the city. The program's main benefit was a $5,000 incentive paid within 60 days and six months of employment dates. Charleston residents who successfully recruited family or friends to the program received $500 referral bonuses. Charleston Roots Initiative also offered mentoring opportunities and personalized guidance by community liaisons.

The City of Charleston passed a bill to become the first in the state of West Virginia to ban the practice of conversion therapy for LGBTQ+ youth. Amendments to the law state that it does not apply to clergy members or religious counselors acting in a pastoral capacity. Violators of the law will receive fines of up to $1,000 per day and licensed psychologists will have their licenses revoked.
