Council leaders identified 11% of residents without Internet access and 20% without basic digital skills. Digital Doorway offers free tablets and laptops with two years of data service to 60 residents. Volunteer Digital Champions provide initial training as well as ongoing technical support for participants. The council relied on organizational referrals when identifying residents who lacked connectivity for healthcare, education, and employment.
