City officials approved the pilot after finding 7,470 tons of illegally disposed waste was collected in the previous year. The Portal Observation Device (POD) Surveillance System from Security Lines US monitors 10 dumping hotspots. Oakland Public Works gathers incident footage for referral to its Environmental Enforcement Officer (EEO) team. High-definition video helps officers issue fines up to $1,000 per incident and seek prosecution for repeat offenders.
