Richmond, VA responds to inequities in its bikeshare program with Fairfield Court pilot
The Office of Equitable Transit and Mobility (OETM) found public housing residents were underserved by the RVA Bike Share system. Fairfield Court was selected because 68% of residents use public transportation and 75% of trips are 30 minutes or less from the 447-unit community. Residents of Fairfield Court can access RVA Bike Share with free cards and a centrally located station. City officials are evaluating usage and rider surveys to determine feasibility in other communities.

Richmond, VA responds to bus route disruptions with on-demand transit pilot
City-operated Greater Richmond Transit Company (GRTC) limited late night and early morning routes due to labor shortages. The on-demand transit pilot allows every resident to request one free ride between any two GRTC bus stops per day. Commuters use the Uber app or call a dedicated GRTC line to arrange rides with accessible vehicles available on request. This program operates Monday through Friday from 5:00 am to 6:00 am and 11:00 pm to 2:00 am.

Richmond, VA experiments with guaranteed income through the Richmond Resilience Initiative
Eighteen households served by the city's Office of Community Wealth Building receive $500 per month in direct payments. Randomly selected participants do not qualify for other benefits because they exceed income requirements. Richmond used a donation from the Robins Foundation along with CARES Act funds for the initial rollout.

The city and Richmond Public Schools assigned Community Connectors to six public housing communities. Each Connector contacts families with RPS students each school day to evaluate resource needs. The Virtual Learning Project also guides parents through uncertain situations created by remote education and COVID-19.
