San Bernardino County launched the state of California's first Emergency Communication Nurse System (ECNS) to release pressure on the 911 program and free up first responders to handle emergencies. Registered nurses at local fire departments handle 911 calls for non-emergency health concerns, connect callers with local health care services, and provide consultations.

Not every 9-1-1 call needs a lights and sirens response. San Bernardino County has launched the Emergency Communications Nurse System (ECNS) where dispatch operators work alongside trained registered nurses stationed in the County’s 9-1-1 call center network to quickly assess the level of response required for medical calls received.
