The City of Albuquerque is installing new "Rest on Red" smart traffic lights to enforce speed limits at six intersections known for reckless driving. The "Rest on Red" programming keeps the signals perpetually on red unless the oncoming driver is observing the speed limit which allow the lights to turn green.
