The Baltimore Police Department is launching a strategic management and alternative response tactics (SMART) policing initiative. The goal of the SMART policing initiative is to decrease violent crime by giving sworn officers more time to focus on proactive patrols, community policing, and emergency calls. Part of the initiative involves expanding the department's telephone reporting unit which allows certain crimes to be reported over the phone or online without having an officer dispatched.
