The Boulder City Council unanimously approved the plan after months of public engagement. Virtual and in-person workshops along with feedback through the Be Heard Boulder platform informed the final draft. The Racial Equity Plan establishes plans through 2030 for employee equity training, continual analysis of policy outcomes, and annual plan reviews. A six-step Racial Equity Instrument and a four-step Rapid Response Equity Assessment apply an equity lens to public policy decisions.
