The Municipal Government of Chihuahua launched the "Red Vecinal CUU Capital" pilot program which utilizes the WhatsApp social network to form neighborhood security groups. Any group of neighbors can organize a Citizen Network and register with the Municipal Public Security Directorate in order to be assigned a radio operator to deal with emergencies.
