Council staffers and elected officials contacted 3,850 residents classified as clinically extremely vulnerable. This classification is applied to any resident with significant risks during COVID-19 that require long stays at home. Phone, email, and text contacts were used with in-person contacts used as a last resort. Each conversation included a survey of current needs from grocery deliveries to mental health consultations.
