Manchester City Council, GB adopts progressive procurement for economic and social improvements
Manchester City Council, GB Progressive Procurement
The Centre for Local Economic Strategies (CLES) worked with the city on a policy for more impactful uses of procurement spending. The framework placed social value as 20% of the judging criteria for potential vendors. A supplier toolkit used volunteerism, support for vulnerable residents, and sustainable practices as examples of social value. Manchester City Council emphasized the importance of progressive procurement through e-learning tools and training sessions with decision-makers.
Project Succeeded
Manchester City Council won the Sustainability and Social Value category at the 2020 Public Finance Awards. CLES found a 72% increase in vendor profits spent in the local economy over the program's first seven years. Spending on local businesses and branches comprised 73.6% of total procurement outlays by 2016.
