City-owned San Antonio Water System (SAWS) offers to repair frozen pipes so qualifying residents regain access to water. SAWS customers can request no-cost service from city-contracted plumbers. Participants can also hire their own licensed plumbers and request reimbursement for costs up to $1,500. The program serves homeowners and renters who earn less than 140% of the federal poverty line or live on properties valued at $140,000 or under.
