City of Tshwane, GP makeshift homeless shelter for lockdown
The City of Tshwane created a makeshift homeless shelter at the Caledonian Stadium during the COVID-19 lockdown. City police officers relocated over 2,000 homeless people to the stadium. Approximately 200 homeless people escaped the temporary shelter due to poor conditions at the site. In response, the City transformed the stadium into a screening centre and relocated the remaining individuals to new temporary shelters.

After a calamitous start to accommodate the homeless of Tshwane at the Caledonian Stadium, which has been closed, about 300 people have now been resettled at the Centurion Sports Park.
Room for Improvement
The City of Tshwane underestimated the number of homeless people that would require shelter during the COVID-19 lockdown. Initial estimates were that approximately 15,000 people would need shelter across the province but in reality the number was closer to 75,000 individuals. As a result, the stadium was understaffed and overcrowded with severe food and water shortages. These poor conditions caused hundreds of people at the stadium to choose escape over shelter.
