The SBAP application includes a required self-assessment tool that determines any permits required for proposed projects. Shire officials designed SBAP to create paths for startups and growing ventures to spur economic growth.

The council pursued a replacement for an outdated intranet insufficient for its 275-member distributed team. Shire officials and OpenCities created a new system that acts as a single log-in point for every employee. PDF forms were replaced by OpenForms, allowing mobile and desktop users to fill out everything from timesheets to media requests. Employees were engaged throughout a process that culminated in an all-staff vote to name the intranet CHESTER.
