Durham, NC focuses its guaranteed income pilot on formerly incarcerated residents
City officials selected local nonprofit StepUp Durham as the pilot's administrator. The one-year program issues monthly cash payments of $500 to 109 participants. Eligible residents are 18 years and older, earn less than 60% of the area median income, and were incarcerated within the past five years. The project is funded by $200,000 in private donations and $500,000 from Mayors for a Guaranteed Income. Project leaders are evaluating the impacts of payments on recidivism and re-entry.

The City of Durham's Community Safety Department and Community Safety & Wellness Task Force is launching four crisis response pilot programs employing clinicians, unarmed responders, and care navigators. The goal of these programs is to provide rapid trauma-informed care specifically to nonviolent behavioral and mental health 911 calls.

Durham, NC participatory budgeting program allows residents to vote to fund projects and non-profits
The City of Durham launched a participatory budgeting program which sets aside a portion of the city's budget and asks residents to vote online on how to use the funds. In 2018, over 10,000 residents voted to disperse $800,000 among various one-time projects such as adding solar panels to bus shelters and funding an LGBTQ+ youth center. In 2021, the city council allocated $1 million and residents nominated 22 local non-profits helping with COVID-19 to receive a grant of up to $50,000 each.

Durham, NC takes lead on multi-city analysis of 911 calls for improved public safety responses
Durham officials are working with RTI International and Arnold Ventures to analyze 911 calls for service (CFS) from seven regional cities. The 18-month review will use data from local law enforcement on the types and scale of CFS responses. This analysis will lead to recommended responses aligned with real-world situations. Project participants will design CFS situations better resolved by non-emergency teams and departments than police officers.

The Back on the Bull website draws on behavioral research from Duke University to strengthen local responses to the pandemic. A self-assessment checklist allows any business to enter their current practices and receive industry-specific guidelines in 15 minutes. Companies that complete the checklist are promoted through an online directory. Back on the Bull contains digital versions of posters encouraging mask use and social distancing with visuals based on Durham's Bull City nickname.

Durham, NC piloted an expunction and license restoration program
Durham ran a pilot program to assist low-income residents whose driver license had been suspended for more than 18 months for Durham County charges that did not involve DWIs. Durham continues to run this program with great success, making improvements to the program every year.
