The Independence City Council passed an ordinance that will require businesses owners to reduce the number of abandoned shopping carts littering streets and sidewalks. The city has declared abandoned shopping carts a public nuisance and potential hazard to health, safety, and welfare. According to the ordinance, business owners will have to submit an abandoned shopping cart prevention and retrieval plan, such as wheel lock system installations, as part of their yearly permits.
