Stadt*Talente - City*Talent - began with a 25-trainee cohort filling administrative vacancies early in the COVID-19 pandemic. Selected applicants were undergraduate or graduate degree holders interested in public service. The one-year program rotated trainees through multiple departments to determine areas of interest prior to employment. Experienced employees guided participants through specialized tasks and encouraged innovative thinking about city services.

Twenty-one members of the first Stadt*Talente cohort remained employed with the city by 2022. Kiel approved a second round of recruiting in 2022 with the training period extended to 18 months.
