The 28-page framework presents resources and goals for bridging the digital divide by 2025. City officials will use five principles including accessibility, intersectionality, and innovation when developing programs. Framework authors added digital equity scores for 19 suburbs and profiles of demographic groups struggling with digital access. The document lists eight priority initiatives for the 2021 fiscal year including free Wi-Fi in Doveton and a Virtual Community Hubs pilot.
